( – Twenty-one hardline conservative Republicans informed Speaker Kevin McCarthy (R-Calif.) that they intended to oppose any spending bills that did not include sufficient spending cuts. They also detailed their demands to the House Speaker, including a request that he reject all further funding aid provided to Ukraine.

The House is set to return on Tuesday for a three-week session before the scheduled recess in August. The group of House Republicans sent a letter to McCarthy stating that they are going to be voting against all appropriations bills that are aligned with the “approximately $1.586 trillion top-line spending level.” This is close to the spending cap that was agreed upon with President Joe Biden during the debt ceiling negotiations. The cap would only lead to a 1 percent reduction from the post-COVID-19 spending pursued thus far by the Democrats.

In a different section, the members are also pushing for McCarthy to reject all additional bills that would provide further funding for Ukraine.

The group is made up predominantly of members of the House Freedom Caucus who are led by Rep. Scott Perry (R-Pa.), who is the group’s chairman. However, this letter is not a marker of the official position held by the Freedom Caucus. As the Republicans currently hold a very slim majority it is likely that the opposition of 21 members from their party are going to completely block any attempts that the party makes to pass spending measures.

The 21 Republicans who co-signed the letter also thanked McCarthy for his efforts to establish “cross-conference meetings” following the debt ceiling deal.
